Special Education Mission
The Kingsville Independent School District's Department of Special Education collaborates with all KISD Campuses to provide customized services and ensures all students with disabilities have the same educational, social, and future opportunities as their peers.
The definition of special education is, “specially designed instruction, at no cost to parents, to meet the unique needs of a child with a disability, including instruction conducted in the classroom or in the home; and instruction in physical education.”
In order for a student to qualify for special education services and instruction, the student must meet the eligibility criteria for at least one of the thirteen disabilities defined in the Individuals with Disabilities Education Act (IDEA). The student must also exhibit an academic need for the services. The thirteen disabilities defined under IDEA are:

- Autism
- Deaf–Blind
- Emotional Disturbance

- Traumatic Brain Injury
- Visual Impairment
Special Education Child Find:
If your child is three years of age or will be three years of age at any time during this school year, and you suspect that he/she is not developing appropriate social, language, physical, and/or cognitive skills, he/she may be eligible to attend the Preschool Program for Children with Disabilities classes in the Kingsville Independent School District (KISD). Services are provided to eligible children with handicaps beginning on the child’s third birthday.
The intent of this program is to avoid gaps, lapses, or delays between a child’s third birthday and eligibility for a Free Appropriate Public Education (FAPE). A FAPE shall also be available from birth to students with a visual and/or auditory handicap.
